David U. Gogol

Vice Chair

David Gogol is the founder of FaegreBD Consulting within the law firm of Faegre Baker Daniels. He has more than 30 years of experience in Washington, D.C.; in the Senate; and as a consultant to local governments across the nation.

While David serves a diverse practice, he is best known for his federal affairs work for local government. Having worked for dozens of communities across the country, he brings a broad base of experience to local leaders, playing a broad advisory role in addition to his federal affairs expertise. Perhaps distinctively, David has worked for both Republican and Democratic administrations, served some communities for more than 20 years and advised multiple administrations.

David’s practice builds upon his work as a local budget director, staff at the National League of Cities and as the staff director of the principal Senate committee with jurisdiction for programs that serve urban America. With both management and federal affairs experience, David works with a wide range of public sector clients, including transit agencies, economic development entities and cities of all sizes. His long experience and cross-agency expertise is valued by institutions with broad missions and with interactions across the federal sphere.

During his tenure on Capitol Hill, David served as legislative assistant for urban affairs and later as legislative director to U.S. Sen. Richard Lugar (R-IN). He also served four years as the assistant to the chairman of the Senate Subcommittee on Housing and Urban Development, playing a leadership role in legislation of importance to America’s cities, including the Community Development Block Grant program (CDBG), U.S. Department of Housing and Urban Development (HUD), and Federal Transit Administration (FTA).

Private-Public Partnerships

As the transition director and a cabinet member for Mayor Steve Goldsmith of Indianapolis, David had the opportunity to play a leadership role in one of the most innovative governments of the latter half of the 20th Century. The Goldsmith administration completed more than 50 service competitions that led to significant Public-Private Partnerships (P3) transactions and dramatic cost savings for the city. Since then, the team has built upon the Goldsmith experience to lead some of the largest P3 projects in the nation.

Innovation and Business Process Re-engineering

As budget director in New Haven, Connecticut, in the mid-1970s, David established and led one of the first central offices of management and innovation in the nation. In its first year, the office had implemented sufficient revenue enhancements and cost savings initiatives to convert a 15 percent general fund deficit into a slight surplus. In the intervening years, David has worked with the firm’s management consultants on a number of cost-savings projects that have achieved important cost savings and improved services.

Representative Work Experience

  • Led the federal funding and regulatory work for the Indianapolis Canal redevelopment, which secured more than $70 million in federal funding and catalyzed more than $800 million in private investment
  • Led the federal funding and policy efforts in support of the redevelopment of Studebaker Corridor in South Bend, Indiana, into an industrial park that has been recognized for its sustainability elements
  • Served as co-chair of the mayoral transition team for Stephen Goldsmith in Indianapolis
  • Served as the principal outside consultant to the mayoral transition committee of Cory Booker in Newark
  • For more than a decade has led the federal policy and funding work for the Maryland Technology Development Corporation (TEDCO), the leading federal technology commercialization entity in the nation
  • Provided strategic and federal funding assistance to more than 15 economic development entities in Maryland, Indiana, Missouri, Pennsylvania, Florida, Ohio and Washington, D.C.
  • Provided federal affairs consulting services to more than 50 local governments and governmental agencies from communities as small as Findlay, Ohio, to as large as Washington, D.C. and Indianapolis
  • For the Anacostia Waterfront Corporation, led efforts resulting in the transfer of more than 100 acres of federal land to the District of Columbia in support of the redevelopment of the Anacostia River waterfront
  • Provided federal affairs and funding assistance to more than 20 universities, including small liberal arts universities and major research institutions
  • Led federal affairs programs for 18 Olympic sport event organizing committees and world championships, including the 1987 Pan American Games, Goodwill Games (in Seattle and New York City), World Rowing Championships and 1996 Paralympics; his work has secured more than $120 million in federal support and overcome hundreds of regulatory issues
